questions of accountancy should at all times be subject to

the supervision and control of the Chief Accounting Officer, any irregularities in the first instance to be

brought to his notice for whatever action he may consider

necessary.

While I fully recognise that my entire

services are at the disposal of the Government in all

matters relating to the Accounts of the Colony, I am of

opinion that in the best interests of the Government, in

future, such investigations should be under the control

of the Treasurer, which would thus not preclude me as

Auditor, of making any final remarks on accouting

transactions which I might consider fit to make.
